TMCF PGE: L1BAVG

This TMCF PGE allows averaging of the input data products.
In the TMCF incoming level-1b calibration files are first split up according to instrument configuration ID and version by the TMCF PGE L1BSPLIT. The resulting split files are subsequently averaged using the TMCF PGE L1BAVG and the resulting output is stored in the TMCF database along with its metadata.
