Traditionally wind speeds were measured in knots. One knot is one nautical mile per hour: 1 kts =  1852 m / 3600 s = 0.514 m/s. The potential wind speed is computed from the measured wind speed. The correction factor is usually between [0.9-1.2]. The distribution of the potential wind speed therefore will be clustered round the original value in knot. The potential wind speed is reported in 0.1 m/s, but the resolution of the records from which it was computed is approximately 0.5 m/s. From July 1996 wind speed are measured in integer values of m/s. So since then the resolution is even less.
