Validation of Hirlam 7.2: t_f statistics

Statistical quantities, bias, standard deviation and RMS error, have been calculated as a function of the forecast period. Because the repeat interval between forecasts is 12 hours, all calculated values use forecasts from a 12 hour interval around t_f.
